Rights of Persons with Disabilities Bill had been passed by Rajya Sabha

NEW DELHI: 16 Dec.2016 was the closure day of winter session in which, various appeals raised out of which only two appeals were passed- Rights for the person with disabilities and Amendment to the income tax bill. All the other appeals were ignored in the session.

Hamid ansari, chairman of the Rajya Sabha said, “Regular and continuous disruptions characterized the session. The symbolism of dignified protest, so essential for orderly conduct of parliamentary proceedings, was abandoned. This deprived members of opportunity to seek accountability of the executive through questions and discussion on matter of public concern. The prohibition in the rules against shouting slogans, displaying posters and obstructing proceedings by leavig their assigned places, was consistently ignore by all sections of the house. Peace prevail only when obituaries were read. All the sections of ouse need to introspect on the distinction between dissent, disruptions and agitation.”

Also, Sumitra Mahajan, speaker of the Lok Sabha said that “we need discussion more than disruptions.”
