Union Law Minister Ravi Shankar Prasad had told Supreme Court judges and senior lawyers that the judiciary should exercise restraint with interference on the matters of executive and policies. On this, the Supreme Court asked on Thursday what the court can do when the executive is not working and the rights of the citizens are being violated due to the inaction of the government.

Speaking in the program at the Supreme Court complex on the occasion of Independence Day, Law Minister had said this on Wednesday. He had said that the government should leave the work to run on those people who have opted for it. The judiciary should respect the law apart from all the three organs of the state.

Justice Madan B Lokur, S Abdul Nazir and Deepak Gupta's bench expressed their anguish while hearing a PIL linked to the ambitious National Urban Livelihood Mission Program. The judges said that the Center and the State have failed to provide a roof to homeless people living on roads.

Justifying the law minister's comments, Justice Lokur said, "We have been told that the work of governance is of the government. We can not do anything in this, but there is no governance here. In this situation, what should we do?" Justice Lokur was present during the speech of Law Minister on Independence Day.

The court is also monitoring the government's program to provide homelessness to the homeless in 2013. 2000 crores have been given for this scheme in many years, but the homeless are still forced to stay on the streets. In such a case, the court has asked the government to make Shelter Home for the homeless.
