New Delhi: The Centre will set up 1023 special courts to hear cases of misconduct pending across the country. The Government has decided to start the work from 2nd October. The Union Law Ministry has proposed a budget of Rs 767.25 crore to the Department of Justice for the same. The Nirbhaya Fund will provide central assistance of Rs 474 crore for one year. The fund was announced by the central government in 2013 after the gang-rape and murder of a student in Delhi on December 16, 2012.

In a letter to the Cabinet Secretariat on August 8, the Department of Justice said that the matter has been referred to the Finance Ministry for approval after the recommendation of the Expenditure Finance Committee and the approval of the Law Minister on July 11. The department wrote that other related steps are being taken as it plans to start special courts from October 2, 2019.

Earlier, the Ministry of Women and Child Development said in a statement that 777 such courts can be set up in nine states in the first phase and 246 courts will be set up in the second phase. The Parliament had recently passed amendments to the Protection of Children from Sexual Offences (POXO) Act. This law is to deal with sexual abuse of children. The amended law also includes a provision for death penalty for sexual exploitation of children. In fact, millions of cases of misconduct are pending in the courts of the country. That is not being heard in time.
