The Ashok Gehlot government of Rajasthan has taken a decision regarding reservation in promotions in government jobs. After the new decision of the government, now reservation will be payable as per September 11, 2011, of the State Personnel Department, in any cadre of Scheduled Castes and Scheduled Tribes and any number of posts of promotion. For this, the government has canceled the circular of October 29, 1990, which implements reservation in promotion. According to this 29-year-old circular, reservation in promotion was not applicable in those posts or categories in which the share of direct recruitment was more than 75 percent.

On Monday, Roli Singh, principal secretary of the state's personnel department, has issued a circular in this regard to all the heads of departments, divisional commissioners and district collectors. In the circular, the provision of reservation for Scheduled Castes and Scheduled Tribes is mentioned in detail in the posts to be filled through promotion. It said that there is a provision for reservation for Scheduled Castes and Scheduled Tribes for promotion from an appointment in junior and senior posts of state, subordinate, clerical and class IV services. Reservation for Scheduled Castes and Scheduled Tribes will not be applicable in those posts where the share of direct recruitment is more than 75 percent in relation to the reservation in posts to be filled through promotion.

The government has now canceled the circular issued on October 29, 1990, of the Personnel Department. Now, in case of any number of promotion posts in any cadre for Scheduled Castes and Scheduled Tribes, reservation in them will be given as per the provision of Personnel Department notification dated September 11, 2011. After the 85th amendment of the Constitution came into force, reservation in promotion became a constitutional right and through a notification on September 11, 2011, in the state too, amendment in all service rules made provision for reservation in promotion. In such a situation, if there is any number of promotion posts in any cadre, reservation is to be given in them.
