NEW DELHI: Supreme Court has imposed fines on seven states in the country. The court has fined seven states for failing to file their replies on setting up of a Human Rights Court. SC imposes a fine of one lakh rupees each to Rajasthan and Uttarakhand and 50-50 thousand rupees each on Telangana, Uttar Pradesh, Odisha, Meghalaya and Mizoram. The court said that Rajasthan and Uttarakhand have neither submitted their reply nor their lawyers appeared during the hearing.

A bench of justices Deepak Gupta and B.R.Gavai was told that these states have not submitted their response. The bench said, all these states can submit their reply within four weeks. The Supreme Court had on January 4, 2018 directed all states to submit their response on the issue of setting up of a Human Rights Court. As per the Protection of Human Rights Act, 1993, it is necessary to constitute such courts. The Supreme Court had also asked the states to appoint Special Public Prosecutors.

During the hearing on Tuesday, the Supreme Court was told that there were two issues, the constitution of the Human Rights Court in all the states and the appointment of special public prosecutors. The bench observed that the apex court, while hearing the other case on July 25, had directed to set up a centrally funded court in each district. Such courts have registered more than 100 FIRs under the Protection of Children from Sexual Offences (POXO) Act in the districts where there are more than 100 FIRs registered. In particular, a court was asked to set up a court to deal with cases of sexual assault against children. Governments often take a loose stand in complying with the orders of the courts.
