Chennai: The draft state education policy, submitted to the Tamil Nadu government by the Justice Murugesan-led panel, recommends banning coaching and tuition centres and taking steps to curb the commercialization of education. The 550-page report, created by a 14-member panel, was submitted to Tamil Nadu Chief Minister MK Stalin on Monday. It strongly advocates for the prohibition of all coaching centres that operate alongside schools and colleges, whether run by individuals or corporate entities, in both physical and virtual modes.
"The coaching centres and private institutions advertise their activities, treating education as a commodity and in utter disregard to its nobility. Schools and colleges may become redundant if proper action is not taken against such nefarious practices," the report stated. It pointed out that these coaching centres are not regulated by any government body and suggested that the government should take immediate action to establish a regulatory body with appropriate powers. The report further recommended that the state should ban all forms of formal education-related advertisements through the media. Advertising for formal education by any institution would be considered commercialization and would undermine a well-established and time-tested education system.
Additionally, the panel suggested that Tamil should be maintained as the first language in school education and recommended that the medium of instruction from primary to university level should be Tamil. The draft report proposed that the curriculum should be aim-based, socially and culturally responsive, linking knowledge to everyday life, and rooted in Constitutional values. It also recommended women-friendly infrastructure, including well-ventilated working toilets with incinerators, hassle-free commuting options for girls, and well-fitting, comfortable uniforms.
