The Telangana government has managed to create its own software to identify citizen details for various government services. The project, 'overall terrace', specifically with respect to welfare schemes, allows the state to integrate citizen data among all its departments without relying on 'Aadhaar card'.

The overall terrace, created in 2017, allows the state to verify or verify civic data from about 25 departments. A person's name, father's name and residential address details are used to cross-check. Officials say the work is done with an accuracy of about 95%. The software was created by the Supreme Court in 2017 before cancelling the use of Aadhaar for any such purpose, a senior official of the state government said. The Software has also been praised in the Economic Survey report for 2018-19.

"Every department maintains a database, for example, GHMC (Greater Hyderabad Municipal Corporation) keeps data of property taxpayers, water board keeps consumers' information, etc. IT department has created a tool that can search all these databases, and personnel departments can be shared with each other. There will be no access to the nefarious. This is a great achievement in terms of technology," said Jayesh Ranjan, Principal Secretary (Information Technology), Government of Telangana.
