The Finance Ministry of Ukrainian chaired by Serhiy Marchenko has said this was a monthly record since the beginning of the war between Ukraine and Russia on 24 February.

"We also anticipate receiving macro-financial assistance (MFA) from the European Union in September and early October [of €9 billion, €1 billion has already been awarded] besides USD 1.5 billion in grant support from the United States in September, which is the final tranche."

German Finance Minister Christian Lindner said that while it would be preferable if the visit occurred in September, Marchenko remembered that he had anticipated a trip in late July or early August.

Marchenko said that Lindner disagrees with the current system for allocating MFA and thinks that EU MFA to Ukraine should be more in the form of a grant than a loan.  The US recently gave the World Bank a total of USD 3 billion in grant money, and in August, overall foreign aid grew and reached a record-breaking USD 4.6 billion.

According to Marchenko, since a grant or loan is given out on favourable terms over a long period of time, it is not an issue of principle for us. "It's critical that we resolve the liquidity issue."

In contrast to the USD 1.7 billion they received in July and the USD 4.4 billion they received in June, the Ministry of Finance had forecast USD 6 billion in August and an additional USD 4.7 billion in September.

Marchenko noted that Ukraine anticipates receiving USD 30 billion in international aid by the end of the year, of which USD 17 billion has already been received.
