A UN-backed Panel will release a highly awaited scientific report Monday on International efforts to slow climate change before hazardous levels are reached.

The Intergovernmental Panel on Climate Change's reports are widely regarded as the most authoritative evaluations of the state of global warming, its effects, and the steps being done to combat it. Negotiations between governments and experts to draught the summary for policymakers continued on until late Sunday, delaying the planned publication by several hours.

In the 2015 Paris Agreement, governments agreed to keep global warming to 1.5 degrees Celsius (2.7 degrees Fahrenheit) this century. With temperatures already greater than 1.1 degrees Celsius above pre-industrial levels, many experts believe that dramatic reductions in greenhouse gas emissions are required.

The authors didn't include the impact of the Ukrainian war in the report because the data was collected last fall. The geopolitical and economic volatility produced by the conflict, according to Rouven Stubbe, an economist at the consultancy Berlin Economics who wasn't part of the paper, might impede efforts to reduce emissions.

"I think the difficult issue will be that we have to stay on course politically," he remarked. "There are already voices that suggest we should soften the (European) carbon trade system," which pushes corporations to shun highly polluting kinds of energy, "especially now with these high energy prices."
