Today is February 1 and the budget is presented in the Lok Sabha today. The provision of the Union Budget has been made under Article 112 of the Constitution of India and the Union Budget contains the details of the financial activities set by the government for the next financial year (April 1-March 31). After knowing that most of the budgets presented in India so far were "deficit budgets" and the record of presenting the most number of budgets in India is in the name of former finance minister Morarji Desai. Question 1. If Hindi is our national language, then why is the budget presented in the Parliament in English?

Answer: Hindi is not our national language, but it is considered one of the many official languages mentioned in the constitution and in 22 different languages of India (Assamese, Bangla, Kannada, Kashmiri, Maithili, Malayalam, Marathi, Punjabi, Sanskrit, and Urdu, etc.) also use English language. Every Indian state has been given the freedom to choose its official language but MPs come from different states where the official language is different but most of the MPs know the English language and they can speak in the English language. There is an easy reason why budgets are presented in the English language.

Question 2. When was the first budget presented in India and who did it?

Answer: - The first Union Budget of independent India was presented by RK Shanmukham Shetty on 26 November 1947 and the first railway budget was presented on 20 November 1947.

Question 3. When presenting the budget in Parliament, why does the Finance Minister bring it only with the red bag?

Answer: The tradition of bringing a red-colored bag to present the budget started in 1860 when "William Evert Gladstone" was the Chancellor of the British Treasury. It is said that he was famous for his long budget speech and his budget speech lasted for about 5 to 6 hours. He felt the need of a box/bag to carry the necessary files and documents for such a long budget speech to Parliament (House of Commons), then the then British Queen gave him the 'red color' leather bag called a "budget box". Since then, the tradition of bringing red colored bags started by all the Finance Ministers while presenting the budget, which continues till today.

Question 4. Why is deficit budget always presented in India?

Answer: -   The main objective of the government in India is always to increase the welfare of the people, but the Government of India does not have enough money to start welfare schemes and develop good infrastructure, which is why the government has to resort to deficit financing. 

Question 5. Why is the budget called Union Budget?

Answer: India is a union of states and in any union, there are two main institutions: the federal state and the center. India is a 'Union of States' with a strong center and in the Constitution of India, the Center has been called a 'Union of States'. This is the reason why the Union budget is called "Union Budget".

Question 6. Why is the budget presented in Parliament read from the paper itself, can it not be made digital?

Answer: The Government of India is not thinking about presenting a digital budget and this can happen due to security reasons also. In today's time, it is the era of hacking and if the digital budget becomes a victim of cyber hacking then the Indian economy can go to the brink of ruin. For this reason, the budget is printed on white paper with black ink (so that it can be seen clearly).
