The United Nations Security Council (UNSC) conducted a meeting to assess the situation in Afghanistan, which is still grappling with a humanitarian and economic crisis.

Deborah Lyons, the UN Secretary-special General's envoy for Afghanistan, spoke at the meeting on Wednesday, saying that while the worst fears about the humanitarian crisis had been allayed, any achievements were only temporary and "just to buy a little time." She informed the Council that supporting the Afghan people would be impossible without collaboration with Taliban leadership, which she admitted would be difficult for some but necessary.

She did, however, express worry about arbitrary detention, extrajudicial executions, and house-to-house searches in Kabul, promising to "address this with the de facto leadership."

According to Lyons, the Taliban's Islamic Emirate administration claimed that their policy is to prevent Afghanistan from becoming a competition arena. Naseer Ahmad Faiq, Charge d'affaires of Afghanistan's permanent mission to the United Nations, hailed the issuance of the new general licence, which will allow economic activity in Afghanistan to be expanded.

"I would want to suggest that the council members, the UN, and donors develop a monitoring and reporting structure to guarantee that any humanitarian project is implemented in a transparent, accountable, and effective manner," Faiq added.
