UNSC fails to pass a resolution on Ukraine's humanitarian crisis

UNITED NATIONS: The UN Security Council's 15 members have failed to pass a resolution on Ukraine's humanitarian crisis. Two members voted in favour of the text (Russia and China), while 13 others abstained. Russia's text was rejected, as per reports.

To be adopted, a Security Council resolution requires at least nine votes in favour and no vetoes from Russia, China, the United Kingdom, France, or the United States. The draught resolution from Russia expresses extreme concern about reports of civilian casualties and the deteriorating humanitarian situation in and around Ukraine, especially the rising number of internally displaced individuals and refugees.

In addition, the draught text calls for the protection of civilians, including humanitarian and medical personnel, international law, and the protection of civilian objects and critical infrastructure, as well as the safe and unhindered evacuation of all civilians and unrestricted humanitarian access in Ukraine.

Since the crisis began, the Council has conducted three briefings on the humanitarian situation in Ukraine, on February 28, March 7, and March 17.
