UP: Yogi Govt mulls quota within quota for OBC sub-castes

LUCKNOW: The Uttar Pradesh Yogi Adityanath government is considering a proposal to offer quota within quota to 18 Other Backward Community (OBC) sub-castes whose proposed inclusion in the Scheduled Castes list has been struck down by the Allahabad High Court on the grounds of being unconstitutional. The government is mulling reservation within the 27 percent OBC quota bracket to these sub-castes.

Although the proposal's precise details have not yet been determined, sources claim that before it can be sent to the Centre for final approval, it must first be discussed in the state cabinet and passed by both houses of the Uttar Pradesh Assembly as a bill.

Majhwar, Kahar, Kashyap, Kevat, Mallah, Nishad, Kumhar, Prajapati, Dheevar, Bind, Bhar, Rajbhar, Dhiman, Batham, Turha, Godia, Manjhi, and Machhua are among the 18 sub-castes under dispute.

 "The state government certainly wishes to provide relief to these sub-castes," a senior minister said.  The sub-castes Kevat, Mallah, Bind, Nishad, and Manjhi collectively belong to the Nishad group, which has been fighting for SC recognition for quite some time. He said, Article 341 of the Indian Constitution must be followed in order to include the aforementioned OBC sub-castes in the SC list.

The 18 OBC sub-castes, who are not eligible for reservation benefits due to their dire socio-economic circumstances, are given legislative sanctity by the ruling BJP, according to sources in the administration.
