Vikram Misri Appointed as India’s Next Foreign Secretary

New Delhi: Vikram Misri, Deputy National Security Adviser and a former envoy to Beijing, has been appointed as India’s next Foreign Secretary, according to an official notification released on Friday. Misri, an Indian Foreign Service (IFS) officer from the 1989 batch, will assume his new role on July 15, following the end of the current Foreign Secretary Vinay Kwatra’s extended term on July 14.

Misri, known for his expertise on China, joined the National Security Council in January 2022. He has a distinguished career, having served as the private secretary to three Indian Prime Ministers—IK Gujral, Manmohan Singh, and Narendra Modi. Misri’s appointment comes amidst significant challenges in India’s foreign policy, particularly with China.

During his tenure as ambassador to Beijing from 2019 to 2021, Misri played a crucial role in managing relations with China, especially after the military standoff in Ladakh in May 2020 and the subsequent clash in Galwan Valley in June 2020. The incident, which resulted in the deaths of 20 Indian soldiers and at least four Chinese troops, severely strained bilateral ties.

Misri has also served as India’s ambassador to Spain (2014-2016) and Myanmar (2016-2018), and held various positions in Indian missions in Belgium, Pakistan, the US, Sri Lanka, and Germany.

Following Misri’s new appointment, Jawed Ashraf, India’s ambassador to France, is expected to replace him in the National Security Council Secretariat. Ashraf, who served as joint secretary in the Prime Minister’s Office, received a year-long extension that ends in September.

Vinay Kwatra, the outgoing Foreign Secretary, is anticipated to be named India’s next ambassador to the United States. The position has been vacant since January after the retirement of the previous ambassador, Taranjit Sandhu.

Additionally, the government needs to appoint a new permanent representative to the United Nations in New York, following the retirement of Ruchira Kamboj. The frontrunners for this role are Parvathaneni Harish, the current envoy to Germany, and BN Reddy, the high commissioner to Malaysia. Other contenders include Vikram Doraiswami, the high commissioner to Britain, and Naveen Srivastava, the ambassador to Nepal.

Sanjeev Singla, India’s ambassador to Israel, is expected to become the next ambassador to France. Singla, an IFS officer from the 1997 batch, also served as private secretary to the Prime Minister from 2014 to 2019.

The National Democratic Alliance (NDA) government, which recently began its third consecutive term, prioritizes filling key diplomatic positions in the US and UN to strengthen India's foreign policy initiatives.
