Ranchi: A delegation from the Election Commission of India (ECI), led by Chief Election Commissioner (CEC) Rajiv Kumar, conducted a comprehensive review of poll preparedness for the upcoming Assembly Elections in Jharkhand at Ranchi. The ECI emphasized the need to curb the influence of money power and directed both central and state enforcement agencies to ensure a fair election process.
Accompanied by Election Commissioners Gyanesh Kumar and Dr. S.S. Sandhu, CEC Kumar met with representatives from various national and state political parties, including the Aam Aadmi Party, Bharatiya Janata Party, Indian National Congress, and others. During this two-day review visit on September 23-24, all political parties expressed their appreciation for the peaceful conduct of the 2024 Lok Sabha Elections. The Commission noted that many parties requested consideration of major festivals like Diwali and Chhath before finalizing the election schedule to enhance voter participation, as many voters are expected to travel during Chhath Puja.
Political parties advocated for a single-phase election, error-free electoral rolls, and non-partisan action from local civil and police administrations to ensure a level playing field. They recommended a balanced mix of Central Armed Police Forces (CAPF) and state police at sensitive and rural polling booths. Concerns were raised about polling station accessibility, including requests for ramps, adequate lighting, and priority voting for elderly and disabled voters. Additionally, parties highlighted issues such as families being assigned different polling stations and overcrowded polling places.
The ECI reiterated the necessity for strict vigilance and actions against the use of illicit cash, liquor, and freebies to influence voters. It also acknowledged grievances regarding the administration's slow response to opposition complaints and emphasized the need for timely action. CEC Rajiv Kumar assured political representatives that the Commission had taken their suggestions into account and remained committed to conducting inclusive, peaceful, and inducement-free elections in Jharkhand.
The Commission met with nearly 20 central and state enforcement agencies, including the DRI, NCB, and Income Tax departments, to stress its focus on ensuring an inducement-free election. CEC Kumar asserted a zero-tolerance policy against money power but also cautioned officials against undue public harassment during election checks. The Commission reviewed overall poll preparedness with the Chief Secretary and Director General of Police, instructing them to ensure all Assured Minimum Facilities (AMF) at polling stations and maintain coordination with neighboring states.
On the second day of the review, the Commission held detailed discussions with District Election Officers (DEOs), Superintendents of Police (SPs), and other officials regarding election planning and execution. CEC Kumar urged DEOs and SPs to maintain the highest standards of impartiality to ensure free and fair elections.
To boost voter turnout, DEOs were encouraged to engage the public through innovative outreach activities, incorporating local culture and sports. Recommendations included organizing painting competitions with local tribal themes and involving local influencers in awareness campaigns. DEOs were also tasked with monitoring social media for misinformation and taking swift legal action when necessary. In the 2020 Assembly elections, the Jharkhand Mukti Morcha (JMM) won 30 seats, the BJP secured 25, and the Congress obtained 16 seats.
