J&K admn nodes regulations for functioning of Agri markets

JAMMU: The Jammu and Kashmir Administrative Council, which convened under the chairmanship of Lt. Governor Manoj Sinha, has approved regulations for the operation of agriculture markets throughout the union territory of Jammu and Kashmir.

The Jammu and Kashmir State Reorganization Act of 2019 took effect after the Jammu and Kashmir Agriculture Produce & Market Committee (APMC) Act, 1997, was repealed.

The Board will oversee and control the created Mandis in J&K and eliminate the operational challenges encountered because there is now no statutory structure in place.

In terms of the new mechanism, any CA Store, Cold Store, Ware House with a capacity greater than 3 tonnes, as well as cooperatives/FPOs/SHGs, Store centres, must be declared as sub-yards of Mandis for the purposes of conducting business on e-Nam platforms and processing payments electronically on the e-Nam Portal.

The only authority to grant unified licences for conducting business in any Mandi in J&K shall be the Director, Horticulture (Planning and Marketing), J&K. It features a clause that permits traders from outside of J&K to conduct business with J&K producers and traders on the e-Nam.

On the basis of common understanding with other states/UTs, the Director of Horticulture (Planning and Marketing) is authorised to recognise the licences issued by external APMCs as legitimate licences for conducting business on the e-Nam site.
