NEW DELHI: In a significant development, the Lok Sabha saw the introduction of the Government of National Capital Territory of Delhi (Amendment) Bill, 2023, aimed at replacing the existing ordinance governing services in Delhi. Minister of State for Home, Nityanand Rai, presented the bill to the house on Tuesday, setting the stage for a crucial debate. The introduction of the bill didn't go without opposition. Eminent opposition members such as Adhir Ranjan Chowdhury, NK Premachandran, and Shashi Tharoor voiced their disapproval of the bill's introduction. However, Home Minister Amit Shah confidently countered their arguments, asserting that the Constitution grants the parliament the authority to enact any law concerning Delhi. Minister Shah referred to a recent Supreme Court judgment, which clarified the parliament's jurisdiction over Delhi's legislative matters. Despite this clarification, opposition parties continued to oppose the bill, seemingly influenced by political considerations. The bill seeks to empower the Central Government by granting it the authority to make rules pertaining to various aspects of the Government of National Capital Territory of Delhi. This includes matters related to the functions, terms, and conditions of service of officers and employees, providing a mechanism for more effective governance. Notably, this bill comes on the heels of the Centre's promulgation of the Ordinance for control of services in Delhi on May 19, shortly after a Supreme Court order on the matter. The new legislative move is expected to spark intense deliberations and discussions in the parliament as it addresses crucial aspects of Delhi's administrative affairs.
