New Delhi: The Supreme Court has recently issued important directions in the case of migrant labourers. The directions say that all migrant labourers and unorganized labourers should be registered by July 31. In fact, the Supreme Court has ordered the States and the Central Government to continue rations and community kitchens for migrant labourers. In a recent order, the Supreme Court has said, "States which have not implemented the One Nation One Ration Card Scheme will have to be implemented by July 31.'' At the same time, the court also said, "All states should come up with a scheme to provide ration to migrant workers and all states have been ordered to register all contractors under the 1979 law.'' In fact, in its order, the Supreme Court has asked the Central Government to allocate additional foodgrains to the States. The court said states should come up with a scheme for the distribution of dry rations to migrants. What is the Supreme Court's direction: 1: The Central Government will have to develop a portal in consultation with NIC to register unorganized and migrant workers and start the process by July 31, 2021. 2: The Centre will have to allot and distribute foodgrains to migrants as per the demands of the State. 3: States will come up with a plan to provide dry ration to migrant labourers by July 31. The scheme will remain in force till the epidemic continues. 4: States which do not implement the One Nation, One Ration Card Scheme should be implemented before 31st July 2021. 5: States directed all establishments and contractors to register under the Inter-State Migrant Workers (Employment Regulation and Conditions of Service Act), 1979.
