Quad Summit Set for Major Announcements on Maritime Security and Emerging Technologies

The Quad summit in Delaware is poised to make significant announcements focused on maritime security, high-quality infrastructure, and critical and emerging technologies. US President Joe Biden will host Prime Minister Narendra Modi of India, Prime Minister Anthony Albanese of Australia, and Prime Minister Kishida Fumio of Japan for the fourth in-person Quad Leaders' Summit on Saturday, September 21.

Mira Rapp-Hooper, a senior director on the White House National Security Council, noted that this year's summit will address key areas of collaboration that matter to Indo-Pacific partners. Topics will include health security, humanitarian aid, disaster response, climate change, clean energy, and cybersecurity.

This summit marks President Biden's first time hosting foreign leaders in Wilmington, Delaware, reflecting his strong ties with the leaders and their strategic significance. Originally scheduled to be held in India, the venue was shifted to the US to accommodate the leaders' schedules. Prime Minister Modi agreed to swap hosting years, ensuring that all four leaders will meet in India next year.

Rapp-Hooper emphasized that President Biden is proud of the Quad's evolution into a leading regional grouping. The leaders aim to strengthen the Quad’s institutional framework and explore cooperative projects. Discussions will focus on future directions, building on previous successes like vaccine distribution and maritime domain awareness in the Indo-Pacific.

During the summit, there will be individual greetings for each leader at Archmere Academy, where Biden attended school. The summit will feature a family photo and two major events, including a leaders' meeting and a significant announcement related to cancer research.

Former White House official Lisa Curtis highlighted that this meeting represents an opportunity for Biden to enhance his legacy and solidify the Quad's importance. She anticipates that maritime security will be a key announcement, alongside other initiatives that will build on past efforts within the Quad.
