LUCKNOW: As the monsoon session commences on August 7, the Uttar Pradesh Assembly stands out as the country's first to replace the outdated 1958 Rules of Procedure and Conduct of Business with a fresh, modern rule book. Suresh Khanna, the Minister of Finance and Parliamentary Affairs, has confirmed the upcoming implementation of new rules and procedures in lieu of the archaic ones in the Uttar Pradesh Legislative Assembly, 1958. The decision to adopt an entirely new rule book rather than amending the existing one has been deemed a prudent step to avoid a cumbersome process. Famed for eliminating obsolete traditions and introducing innovative initiatives, UP Assembly Speaker Satish Mahana emphasizes the necessity of new rules at this hour. To achieve this, he formed a 10-member committee led by Principal Secretary of Vidhan Sabha, Pradeep Dubey, and including retired law department officer SN Srivastava and retired special secretary of finance, Shankeshwar Tripathi. "The impetus for replacing the old rules emerged with the introduction of e-Vidhan in the legislature," stated Khanna. One example of change is the House convening, where earlier there was a mandatory notice period of at least 14 days. However, in the era of technological advancements, information dissemination happens with just one click. Hence, the notice period for convening the House has been reduced to around seven days. "Moreover, the Vidhan Sabha will feature digital screens on pillars, displaying various government schemes and details of MLAs, including their constituency and number of terms served in the House," added Pradeep Dubey, Principal Secretary of Vidhan Sabha. Meanwhile, the Parliamentary Affairs Minister revealed that around 13 ordinances will be tabled during the monsoon session. On another note, this time, the UP government might not present any supplementary budget, as there seems to be "no urgent requirement for it," according to sources. Notably, the Union government has recently sanctioned a special capital assistance of Rs 17,939 crore to the state, with special emphasis on energy, PWD, transport, and home departments, including funds for ongoing police reforms. This session marks the second of the year in which the state government is expected to push through a range of legislative measures.
