By putting an end to the Trent Affair, he prevented British interference and suspended the right to habeas corpus in Maryland and other places. He declared the slaves in the states that were "in rebellion" to be free in the Emancipation Proclamation, which was issued in 1863. The Army and Navy were instructed to "recognise and safeguard the freedom of such persons" and to "accept them into the armed service of the United States." Lincoln also pushed border states to ban slavery and supported the approval of the Thirteenth Amendment to the U.S. Constitution, which ended slavery.
