Chief Justice Mishra, Justice AK Sikri, Justice A.M. Khanvilkar also said, "There is no right to make independent decisions in the deputy governor and he can not deal with the 'mechanical methods without using the brain' while citing differences with the government, he also Said, "If there is a slight difference in opinion between the Deputy Governor and the Delhi Government every time, it can not be sent to the President for the decision,"
