NEW DELHI: The Indian Army has taken some major decisions to strengthen its training and infrastructure facilities during its commanders' conference in New Delhi.

From April 17–21, 2023, the latest edition of Army Commanders' Conference was held for the first time under a hybrid model. Discussions about training, human resource development, and administrative matters took place at the conference, and significant decisions affecting the welfare of the troops were made.

It was determined to quadruple the subsistence stipend to such children through the Army Group Insurance Fund (AGIF) in order to protect the welfare of soldiers and the special needs children of those soldiers who die in harnesses. Another important decision was made to identify and prepare a chosen group of soldiers for Paralympic Events by instructing them in nine different sports at Army Sports and Mission Olympic Nodes.

The Army Commanders also examined the Indian Army's operational preparedness and readiness. Deliberations on training programmes to maximise time, space, and money in order to keep a potent and deadly combat force were also discussed during the meeting. The decision was made to switch from the current 1+3+1 years TES model to the 3 + 1 years TES model starting in January 2024 for the Technical Entry programme (TES) programme for the entry of officers.
According to a press release from the Ministry of Defence (MoD), it was also decided to name Lead Directorates and "Test Bed" Formations to develop optimal employment philosophies and scaling to facilitate better exploitation across the Army. This was done in order to increase the capabilities of the troops by absorbing niche technologies and equipment.

The forum also made the decision to quickly operationalize Command Cyber Operations and Support Wings (CCOSW) in order to protect the networks that power contemporary communication technologies.

The ongoing construction of Thal Sena Bhawan at Delhi Cantt which started in March 2023, was also discussed in the meet. By consolidating all the directorates under one roof, the Thal Sena Bhawan, when finished in 2025, would address the lack of office space and improve the operational and functional efficiency of the Army Head Quarters.
