Bihar becomes world's first state to provide reservation in government service to Transgender

Patna: Bihar has become the first state in the world to provide reservation in government service, especially police, to Transgender. The Bihar police is now going to offer the direct appointment of transgenders to the posts of Constable and lower Inspector (SI), and they are also going to be promoted as normal. The candidate will need to be a native of the state of Bihar and a certificate of being transgender.

It has been revealed that after the approval of the State Government, the Ministry of Home Affairs (Reserve Branch) has issued a resolution application for appointment of transgender candidates to the Bihar police. In the application of direct appointment to the posts of police under Inspector (SI) and Constable, the word transgender in used in English and Kinnar in Hindi. The educational qualification for direct appointment of transgenders will be in accordance with the Constable of Bihar Police, 1978 and police under inspector cadre.

According to the resolution, the Superintendent of Police (SP) will have the right to appoint for the Constable cadre.  It is also being said that the right to appoint for the lower Inspector (SI) will be with the Deputy Inspector General of Police (dig) level functionary. One post is being reserved for transgender community in every 500 advertised posts in sepoy and police under inspector cadre. A separate advertisement for this post will also be published and will be clearly mentioned in the advertisement. The post will be filled up with general candidates for not getting the application from them. The placement on appointment will be in the district police force. As per the census of 2011, the number of transgender is 39 in every one lakh people of the state.
