There was a politician from India who was a three-time CM of Goa. We are talking about Manohar Parrikar who was also India's Defence Minister. He was also a Rajya Sabha MP from Uttar Pradesh. He graduated from IIT Mumbai in 1978. He is the first person to become a CM from a state in India who graduated from IIT. He was also awarded a distinguished alumni degree by IIT Mumbai in 2001.

Manohar Parrikar was born in Mapusa, Goa. He was educated at Loyola High School, Margo. He completed his secondary education in Marathi and received a B.Tech degree in Metallurgical Engineering from Indian Institute of Technology, Mumbai in 1978. He was the first alumnus of IIT to serve as an MLA from an Indian state. He was awarded the IIT Prestigious Alumni Award in 2001. He is the first leader from the Bhartiya Janata Party to become Goa Chief Minister. In 1994, he was selected for the second admin of Goa. He was the leader of the opposing party from June 1999 to November 1999. He became Chief Minister of Goa on October 24, 2000, but his government was able to run till February 27, 2002. In June 2002, he again became a member of the House and was re-elected to Goa's CM post on June 5, 2002.

After the resignation of 4 MLA, his government came to a minority on January 29, 2005. Parrikar claimed that he would prove his majority and that happened in February 2005. Later on, for some reason, he had to lose his position. After persistent controversies, President's rule was imposed in Goa in March 2005, but in June 2005, opposition leader Pratap Singh Rane become Chief Minister of Goa.
