Participating in the debate on the Bill in the Lok Sabha, the former Mumbai Police Commissioner said, "Human is the best creation of nature. We believe that we are the descendants of Indian saints. We don't want to hurt the spirit that they believe are the offspring of monkeys," Satyapal said, stressing the creation of human character in our culture. In our Vedas, we are taught to be virtuous and to produce good human beings. Our culture teaches us to be true human beings," he said.

Presenting a quotation in Sanskrit, Satyapal said, "Going to the temple, mosque, gurudwara and church does not meet the test of religion. According to Dharma, we should behave the same way we expect others to behave. If I don't want anyone to bother me, I shouldn't even bother anybody else. It's religion."
