The reason for this was the delay in the procurement process during the UPA-2 government. The report said that in high altitude areas like Siachen, Ladakh, and Dokalam, soldiers need to be provided with suitable clothes, equipment, and special rations to enable them to withstand inclement weather and diseases in extreme cold. The CAG, in its report from 2015-2016 to 2017-18, found that there was a four-year delay in the procurement of clothes and equipment, forcing the soldiers to suffer from its acute shortage. Due to this, the shortage of snow glasses increased from 62 percent to 98 percent. Not only this, the soldiers did not issue multi purpose boots between November 2015 and September 2016.
