The city-based construction company has been named in the FIR issued by the New Delhi unit of the Central Bureau of Investigation (CBI). The CBI has named nine persons, including then Hindustan Steelworks Construction Limited (HSCL) CMD Moukh Bhaduritho in the FIR. The case was registered under section 120B (Criminal Conspiracy) and Anti-Corruption (PC) Act of the Indian Penal Code (IPC).

According to the FIR, the bribe amount was transferred from the Hyderabad-based construction company's bank account to the project for the construction of the Trade Facilitation Centre and Crafts Museum in Varanasi to another company. The names of two other senior officials, including the General Manager of HSCL, were also named as the accused in the FIR. The CBI has undertaken a preliminary investigation. HSCL, a public sector company under the Steel Ministry, has been appointed project management service provider (PMSP) to implement the museum project. The tendering process was cancelled after.
