Centre revises NOC guidelines on sale, rent of Int'l roaming SIM Cards, global calling Cards

New Delhi The Department of Telecom (DoT) said on Tuesday that it has updated its policy for issuing and renewing no objection certificates (NOCs) for foreign operators' international roaming SIM cards and global calling cards in India.

The amended policy aims to improve mechanisms to protect the interests of Indian citizens going overseas while also streamlining procedures in line with other licenses/registrations, according to a statement from the Ministry of Communications.

The updated regulation requires no objection certificate holders to include provisions for providing information about customer service, contact information, an escalation matrix, itemised bills, tariff plans, and services offered, among other things.

It further stated that provisions have been taken to strengthen the billing and consumer grievance redressal mechanisms in order to promote timely resolution of grievances by NOC holders, with a provision for an Appellate Authority in the Department of Transportation.

"Furthermore, the amended policy streamlines the application process/other procedures for NOC holders in line with other licenses/registrations/etc. in the DoT and to expedite the resolution/management of NoCs holders' difficulties," the Ministry of Communications noted.
