The Central government is gearing up to introduce the 'Mera Bill Mera Adhikaar' initiative, a groundbreaking invoice incentive program aimed at fostering a culture where consumers consistently demand invoices and receipts for their purchases. This joint effort between the central government and various state governments is scheduled for launch on September 1, 2023.

The core objective of the 'Mera Bill Mera Adhikaar' scheme is to promote and reward the practice of requesting valid invoices whenever a purchase is made. Specifically targeting business-to-consumer transactions involving goods and services subject to GST, this scheme strives to instill in citizens and consumers the habit of demanding legitimate GST invoices from sellers.

To kickstart this initiative, a pilot program will first be rolled out in select regions: the states of Assam, Gujarat, and Haryana, along with the union territories of Puducherry, Dadra Nagar Haveli, and Daman & Diu. This initial phase, known as the Pilot Scheme, is slated to operate for a duration of 12 months.

Under the invoice incentive scheme, individuals have the opportunity to earn cash prizes based on the submission of their GST invoices. The range of potential cash rewards spans from Rs 10,000 to an impressive Rs 1 crore. For an invoice to qualify for entry into the lucky draw, the minimum purchase value must be Rs 200. Participants can upload a maximum of 25 invoices per month, starting from September 1. The selection of winning invoices will be carried out through a random drawing process at regular intervals.

It's important to note that all invoices issued by GST-registered suppliers to consumers are eligible for participation in the 'Mera Bill Mera Adhikaar' scheme. With its official launch scheduled for September 1, this initiative marks a significant milestone in India's journey towards achieving heightened tax transparency and accountability.
