The rugged areas of Chambal are becoming notorious for buffalo theft in the dreaded region of Madhya Pradesh. Earlier, while the dacoits used to kidnap people for ransom, now the animal thieves for ransom are stealing buffalos. In the Chambal region of Madhya Pradesh, the ransom that is collected in return for stealing buffalo is called 'Panihai' in the local language. Police registered 23 cases of buffalo theft this year in Morena district of Chambal.

According to police sources, some buffalo thieves have license guns. They say that many buffalo thieves also dominate the political corridors. There have been 23 cases of buffalo theft in Morena district this year, which is 6 more than the cases registered in this period last year. In 2017, in the  Lok Sabha constituency of Union Minister Narendra Singh Tomar's region 14 cases of buffalo theft were registered.

In his statement, the District Superintendent of Police of Morena, Dr. Asit Yadav told PTI, "I have instructed the police to register buffalo theft cases immediately and take prompt action so that middlemen are disposed of by taking ransom. I could not get a chance to do it.” On the question of 23 incidents of buffalo theft in the district this year, he said that no buffalo thief will be spared. The ransom sought by the thieves to return the stolen buffalo is called 'Panihai' in the local dialect. Sources say that the thieves demand 20 to 25% of its price as 'Panihai' in return for the highly expensive and popular breed Murra buffalo.
