On Monday, the plot in Puducherry between Lieutenant Governor Kiran Bedi and CM V. Narayanasamy has increased. Chief Minister Narayanasamy has launched the budget for the year 2020-21 for the Union Territory without the permission of the Lieutenant Governor. The traditional address of the Lieutenant Governor was also not there in the Vidhan Sabha. The budget was to be presented at 9:30 am on Monday, but Kiran Bedi did not reach to deliver the inaugural address. After which the budget was presented at 12 o'clock in the afternoon.

No new tax has been imposed in the budget of Rs 9,000 crore presented by Narayansamy, the head of the Congress government. Lieutenant Governor Kiran is angry at the budget being presented without any approval. She has termed the non-address as 'illegal and irregular'.

In her statement, Bedi said, 'CM did not send the budget file approved by the President to me. If there is a delay in its implementation, then the CM will be fully responsible. What CM is doing is completely wrong and illegal.' She further said, "I have no information about the approved grants in the budget. It is in the same way that I will be told to unveil the building, about which I have no information". But, Chief Minister Narayanasamy says that the budget has been presented only after the recommendation of the Union Territory Administration (Lt. Governor) and approval from the President. This is the most complete budget of the Congress government of the state. Assembly elections are to be held in Puducherry next year.
