He had asked the Water Services Division Dadupur Wing, subordinate to the irrigation department, to define what the dark zone is and the parts of his district Yamunanagar through which the Dadupur Nalvi canal is passing and as far as it has been built, groundwater in the villages adjacent to the canal. On this, the Executive Engineer of Water Services Division Dadupur told Kashmir Singh while replying to RTI that where the groundwater goes down considerably. A very small amount of grains left, that area is called dark zone. In the second reply, XEN stated that the running of the Dadupur Nalvi Canal improved the groundwater of villages Gulab Nagar, Bhatauli, Haripur Jattan, Kail, Kheda, Sudail, etc from km 11-587 to 19-155 km created by this office and the ground water is saved from falling down.
