HANOI – On Tuesday, Josep Borrell, the European Union's foreign policy chief, announced his intent to upgrade diplomatic relations with Vietnam. During his visit to Hanoi, Borrell indicated that the EU is ready to assist Vietnam in enhancing its maritime security and cybersecurity capabilities.
In a meeting with Vietnam's Foreign Minister Bui Thanh Son, Borrell and Son discussed several critical issues, including disputes in the South China Sea, the ongoing conflict in Ukraine, and financial support for Vietnam’s energy transition. Borrell expressed his desire for his visit to be a catalyst for starting the process to elevate the EU-Vietnam relationship.
Borrell highlighted the EU's commitment to respecting international law in both the South China Sea and Ukraine. He noted concerns about Vietnam's alignment with Russia on the Ukraine issue, which some EU governments view as too close. Additionally, Borrell encouraged Vietnam to expedite the implementation of the Just Energy Transition Partnership (JETP), which aims to reduce coal consumption in the country’s industrial sector.
Vietnam’s Foreign Minister Son sought EU financial support for the JETP and welcomed a more active role for the EU in the Indo-Pacific region. The discussions underscored a mutual interest in strengthening ties and addressing regional and global challenges together.
