The COVID-19 pandemic has illustrated that the constitutional structure in the United States "makes it nearly impossible for the government to manage a crisis," The Hill reported earlier this week. Legal battles "have become an almost automatic response to executive orders" in the United States, said an opinion piece released Wednesday by The Hill.

The disparate and often contradictory requirements of the federal government, state governments, local governments and employers have left the public in a state of confusion, it added.

"A lack of clear guidance from the U.S. government since the outset of the pandemic has left Americans feeling afraid and insecure. They are looking for clarity," it said.
