Indian National Congress veteran Abhishek Singhvi will introduce a private bill to implement the system of two children through incentives for population control and a ban on benefits. The Population Control Bill 2020 has currency-related complexities and hence permission was required from the President to be introduced in Rajya Sabha. President Ramnath Kovind has given permission.

Congress leader has said in the tweet on Saturday, 'This bill will be introduced by me in the Rajya Sabha. If two children obey the rule, there will be a system of incentive and non-adherence to government benefits.'

Further, Singhvi has said that there will be a provision in this bill that if married couples who live below the poverty line and undergo sterilization voluntarily, have a single girl child then they will get one lakh rupees but in case of single boy child then an amount of 60 thousand rupees should be given. If those who do not follow the rules, then such steps can be taken such as a ban on contesting elections, ban on promotion in government job, etc.
