New Delhi: The government has scheduled an all-party conference on December 2 in preparation for the Winter session of Parliament, set to run from December 4 to December 22, according to sources. Traditionally held a day before the session, the all-party meeting has been advanced by a day this time, likely due to the counting of results in five states on December 3, where polls are still open. The outcome of the assembly elections is expected to significantly influence the session, during which the government aims to pass crucial legislation.
Parliamentary Affairs Minister Pralhad Joshi announced in a post on X that the session will consist of 15 sittings over 19 days. "Winter Session, 2023 of Parliament will commence from 4th December and continue till 22nd December having 15 sittings spread over 19 days. Amid Amrit Kaal looking forward to discussions on Legislative Business and other items during the session," he stated. During the session, the Lok Sabha is set to consider the Ethics Committee's report on the "cash-for-query" allegations against TMC MP Mahua Moitra. The report must be passed by the House before the proposed expulsion from the panel can take effect.
Three significant proposals, seeking to replace the IPC, CrPC, and Evidence Act, are expected to be deliberated upon during the session, following recent endorsement by the standing committee on Home. Another crucial legislation before Parliament pertains to the appointment of the chief election commissioner and election commissioners. The government opted not to push for its adoption in the special session of Parliament, despite opposition concerns and objections from former chief election commissioners. The intention is to elevate the standing of the CEC and ECs to that of a cabinet secretary, equivalent to a Supreme Court justice, as they currently hold a lower status.
