Due to the regularization policy made in Haryana in 2014, permanent employees will not get the benefit of promotion. These employees are eligible for child care leave, travel concession, annual increment and children's education allowance. The Chief Secretary's Office has issued instructions in this regard to all administrative secretaries, heads of departments, divisional commissioners, DCs, registrars and boards of all universities, corporations, managing directors of government undertakings, chief administrators.

Chief Secretary's office has made it clear that the promotion of these employees will be in violation of the orders of the Supreme Court. On 26 November 2018, the Supreme Court gave instructions to maintain their status. The decision of promotion of employees will depend on the orders of the Supreme Court. The Double Bench of Punjab and Haryana High Court cancelled the regularization policy made in 2014 on 31 May 2018. The government appealed against this decision in the Supreme Court, on 26 November 2018, orders were made to maintain the status quo.

Haryana Chief Minister Manohar Lal has given permission to join TGT (Science). The period of their selected list came to an end on 2 November 2019. Candidates will be able to join Mewat cadre. Despite the nationwide lockdown, the selected candidates of Haryana Staff Selection Commission and Haryana Public Service Commission have been given the opportunity to join earlier also. With this decision, a large number of selected candidates waiting for an appointment will get an opportunity to do government service.
