The government is giving interim relief to the employees of the state at 21% on the basic salary in lieu of the revised pay scale. The installment of dearness allowance is being given to the employees at 14.8% of the old pay scale. The government has announced a 5% DA, but the notification has not been issued yet. The government employees are facing financial loss. Vinod Kumar, president of Himachal Pradesh Non-Gazetted Employees Services Association, says that the state's employees have expected from the state budget to issue new pay scales to 2.5 lakh employees along with central government employees. There is no point in linking the state employees with the Punjab government for the pay scale. Virendra Chauhan, president of the Himachal Government Teachers Association, says that the state budget should be increased by five percent from the previous budget for the education sector.

The remaining 700 water guards can also be regularized. In this regard, on 17 February, the delegation has also met Water Power Minister Mahendra Singh. The state government has regularized 1026 water guards.
