New Delhi: The Central Government has told the Supreme Court that if the policy of giving reservations in the promotion to Scheduled Castes / Scheduled Tribes (SC / ST) employees is repealed, then it can create a huge uproar. The central government told the court that during 2007-20, more than 4.5 lakh employees got benefited from this policy. In such a situation, if any kind of order is passed against it, then it can have serious and widespread ramifications. Employees can fuss.
Let us inform you that this policy of the Central Government was rejected by the Delhi High Court in 2017. Defending its policy, the Center in its affidavit said that it is in accordance with the constitutional provisions laid down by this Court. The representation of SC and ST in government jobs is inadequate. The Center also said that giving reservations in promotions to SC/ST employees did not hamper the efficiency of the administration in any way. The government said that this benefit has been given to only those officers, who fulfil the criteria and are declared fit.
Presenting the data of 75 ministries and departments, the Center in its affidavit said that the total number of employees is 27,55,430. Of these, 4,79,301 belong to the SC, 2,14,738 from the ST community. Along with this, the number of OBC employees is 4,57,148. In percentage terms, 17.3% of the total employees of the centre are SC, 7.7% ST and 16.5% are OBC employees. The Central Government has said in its affidavit that, 'If the case is not allowed, then there will be a need to withdraw the benefits of reservation in promotions given to SC / ST employees. This may lead to the rescheduling of salaries of SC and ST employees, as well as the rescheduling of pension of many employees. They will also have to recover the additional salary/pension paid. This will lead to many lawsuits and the employees may create a ruckus.'
