The head of Tibet's government in exile, Ya Sikyong, Penpa Tsering has blamed China for incursions along the Indo-Tibetan border. They have said that all the intrusions on the border have been unilateral and have been done by China only. Tsering has said that Tibet has also signed the treaty of 1914 in which the border between it and India has also been set on the McMahon line. He has said that since then Tawang is an integral part of India.

On the conflict between the Indian and Chinese armies in Tawang and Ladakh, he said that till 1959 there was no border between India and China, it was with Tibet. He has said that we are party to the Shimla Agreement of 1914 and consider the McMahon Line as a valid border. Continuing his point, he has said that 'China's aggression against India is without any provocation. India is firm on its stand and has started giving a strong message to China.'

China is not in favor of ending the dispute: Tsering has said that China has long disputes with many Asian countries and it is not at all willing to resolve them. When it comes to US-China relations, China complains that they are not being treated as equals, but when it comes to other countries in Asia, they never treat them as equals. He has said that it is China's policy to keep hot spots like Taiwan and Tawang charring so that the world's attention can be diverted from its failures.
