Jamaat-e-Islami calls for a debate on gender equality

Islamabad: Pakistan's largest religious political party, Jamaat-e-Islami (JI), has introduced a bill to amend the Transgender Persons (Protection of Rights) Act 2018 and to establish a medical board to determine whether a person should undergo a gender change or seek reassignment based on their identity.

The bill, which was introduced in the Senate, calls for a debate on the issue and proposes amending the law as well as the development of a gender reassignment board that would collaborate with the country's National Database and Registration Authority (NADRA).

"A person recognised as transgender shall have the right to get himself or herself registered as per self-perceived gender identity with all government offices including, but not limited to, NADRA," according to the law as it stands now. The JI's proposed constitutional amendment bill opposes this provision and seeks for the establishment of a gender reassignment board to advise NADRA on whether a person can undergo a gender change and be reassigned.

According to the draught bill, the board shall be formed at the district level once the Prime Minister and the relevant Chief Ministers of all provinces have given their permission. The proposed measure stated, "Each board should consist of a professor doctor, a psychologist, a male general surgeon, a female general surgeon, and a head medical officer."
