The Jammu & Kashmir Administrative Council, which convened under the chairmanship of Lieutenant Governor Manoj Sinha, approved the Board of Revenue's regulations for the conversion of agricultural land to non-agrarian uses in a key decision.

Following the reorganisation of the former state, legal changes in the Land Revenue Act compelled the creation of these laws. These laws have been published to govern the uncontrolled conversion of agricultural land for non-agricultural purposes on the one hand, while also keeping the Union Territory's and people's developmental ambitions in mind on the other.

The District Collector has been given the authority to provide authorization for a change in land use from agricultural to non-agricultural purposes in line with the procedure to be notified by the Board of Revenue under the new regulations. The authorization must be given within 30 days of the application's submission, with a provision for deemed approval if no decision is made. The District Collector has been given the authority to grant permission for land up to 12-A standard acre in exchange for a fee of 5 percent of the market value of the land notified under the Stamps Act.
