PARIS: After a diplomatic spat over a submarine sale, US Vice President Kamala Harris and French President Emmanuel Macron have agreed that their countries are ready to work together again.

On Wednesday, Vice President Kamala Harris said that the US had joined a French-led international project to safeguard civilians from cyberattacks and prevent digital electoral tampering, three years after the Trump administration had refused to sign on. The Paris Call for Trust and Security in Cyberspace is a nonbinding declaration that serves mostly as a symbol. But Ms. Harris' presence in Paris is as well.

The Biden administration has put a whole olive tree at the feet of Emmanuel Macron, the French president, in the weeks since a treaty between the US, Australia, and the UK brusquely cancelled a lucrative and strategically significant submarine contract that the French had with the Australians. Tensions have been so high in recent weeks that Ms. Harris was asked by a reporter if she needed to make atonement seconds after meeting Mr. Macron for the first time at the Élysée Palace on Wednesday. "I am delighted to be in Paris," the vice president said, turning away from the press and disappearing into the palace milliseconds before her host.
