The Department of Telecommunications (DoT) intends to make some changes to the know-your-customer (KYC) procedure in an effort to stop the fraud of bogus SIM cards. It is reported that the new rules might completely digitise the KYC process and limit the number of SIM cards that can be issued on a single ID from the current nine to only five. Discussions are currently taking place with regard to creating a comprehensive KYC mechanism by making digital document verification necessary to address the issue of false IDs.
In the meantime, the Unique Identification Authority of India is currently using Aadhaar-based e-KYC as a backup process for issuing mobile connections, in which the Licensee shall automatically capture the demographic information of the Customer along with the Photograph received from UIDAI in the Customer Application Form (CAF) generated in its system.
The Licensee shall ensure that no data is saved on the PoS device and that only the Customer Name (as obtained from UIDAI) entered on the CAF is accessible to the PoS agent. On the basis of the information provided by the customer, an authorised PoS agent must enter further facts such as "No. of mobile connections held in the name of the customer," "Tarriff plan," etc. in CAF.
The customer must use an alternative mobile number to register on the service provider's app, website, or portal. You might also use known people's mobile numbers from their family, relatives, or other circles for this. An OTP will be sent to the provided mobile number to verify the customer.
For the purpose of subscriber verification, only PoI/PoA documents that have been digitally confirmed or demographic information that the Licensee has got from DigiLocker/UIDAI may be used.
The subscriber will be asked to make the following declaration or provide their consent if Aadhaar is utilised for the verification. The licensee may automatically enter all the fields that were obtained from UIDAI/DigiLocker in the Customer Application Form (CAF). The customer must complete all other mandatory forms on the portal, app, or website.
