Labour law formulation: govt likely to finalise rules under four labour codes in a week

The Ministry of Labour and Employment is likely to complete the process to finalise the rules under the four labour codes paving the way for making reforms reality soon. In addition, the ministry is also progressing to roll out a web portal by June 2021 for registration and other facilities of workers in the unorganised sector, including gig and platform workers and migrant workers as enshrined in her budget speech this year by Finance Minister Nirmala Sitharaman.

As per the Labour Secretary Apurva Chandra, the rule-making process is already underway and all stakeholders have been consulted in the framing of rules. He added, "This ministry would quickly be in a position to bring into force the four Codes, such as., Code on Wages, Industrial Relations, Occupational Safety, Health and Working Conditions (OSH) and Social Security Codes."

The development gains significance as the Ministry is looking to implement the four labour code reforms from first April in one-go. As a result of this, 44 central labour laws will be subsumed under four aforementioned codes.

Meanwhile, the Ministry is also set to launch a dedicated portal for informal workers by May or June. This would help in formulating schemes for migrant workers in areas like health, housing, skill development, insurance, credit and food et cetera. The portal would collect and collate relevant information on gig, building and construction workers among others.
