NEW DELHI: The Defense Ministry isall  set to move a Bill in Parliament today, March 15, that provides disciplinary powers to the commander heading tri-services organisations, such as theatre commands.

Soon-to-be-announced theatre commands will have a single commander overseeing the troops and officers from the three armed forces. During the second leg of the 2017 Budget session, the Bill would be introduced in Lok Sabha by the defence minister, Rajnath Singh. It is on the list of tasks for tomorrow.

This long-awaited change, officially known as the "Inter-Services Organizations (Command, Control and Discipline) Bill, 2023," is especially welcome following the appointment of the Chief of Defence Staff (CDS).

The purpose of the Bill is to provide the Commander-in-Chief or Officer-in-Command of Inter-Services Organizations more authority over military members. The Air Force Act of 1950, the Army Act of 1950, and the Navy Act of 1957, respectively, govern the personnel of the Indian Air Force, Army, and Navy.

After the Bill is enacted, the commander of the organisation will be in charge of all personnel serving in tri-services organisations in order to maintain discipline. Officers and men now assigned to tri-services organisations are subject to disciplinary actions, if any, under their individual service Acts, with varying degrees of penalty. Additionally, tri-service commander has no participation in administration of justice against any of his subordinates.
