Lok Sabha passes two bills without debate amid protests by opposition

Proceedings in Lok Sabha were disrupted due to protests from leaders of the opposition and the Telugu Desam Party (TDP) MPs on Thursday. However, the lower house of Parliament passed two bills without any debate on them.

The leaders from opposition and TDP protested on an array of issues from Punjab National Bank (PNB) scam to granting Andhra Pradesh Special Category Status.

The house was adjourned till noon by Speaker Sumitra Mahajan and later for the day till Friday.

The two bills passed by the house amid the chaos were The Payment of Gratuity (Amendment) Bill and The Specific Relief (Amendment) Bill. Both the bills were passed with a voice vote and without any debate.

Jyotiraditya Scindia sought to have a discussion on the bill but the speaker considered it impossible amidst the chaos and proceeded with the steps to pass the bill without any discussion. 

Lawmakers indulged in acts of tearing the papers and throwing them around in the assembly. The protests started soon after the Question Hour was started. The protesting MPs shouted and disrupted union minister Ram Kripal Yadav, who was answering a question on rural housing.

The house is being disrupted regularly for the past nine days.
