Government officials are busy crafting a detailed plan for India's upcoming new government, in line with Prime Minister Narendra Modi's aspiration for a third term. The plan covers several key areas including optimizing ministries, expanding Indian missions abroad by 20% to 150, and boosting private investment in infrastructure. A significant focus will be on simplifying land acquisition processes for important projects.

A preliminary document, to be discussed in meetings led by the cabinet secretary, sets ambitious goals such as doubling the number of seniors receiving pension benefits to 50% by 2030 and increasing women's workforce participation to over 50%. Another target is to raise the share of electric vehicles in total vehicle sales from 7% to over 30%.

Efforts are underway to reduce the backlog of cases in courts to under 100 million by 2030 and to expedite the resolution of cases in the lower judiciary. This involves filling judicial vacancies and improving the efficiency of the legal system.

The government is contemplating increasing defense spending to 3% of GDP and allocating more funds to defense research and development. The aim is to enhance India's global arms exports while reducing reliance on arms imports, promoting domestic defense manufacturing.

Key sectors such as automobiles, textiles, pharmaceuticals, tourism, and services are receiving attention, with a goal to boost their contribution to the GDP and simplify business startup procedures.

Proposals include reducing the number of undertrial prisoners and improving prison occupancy rates. Discussions with the Prime Minister prior to the election announcement have rekindled focus on these critical issues.

There is a recognized need for better coordination among ministries in the transport sector, drawing comparisons to countries like China, Brazil, and the US, which operate with fewer ministries. However, the final decisions will carry political implications, given the expanded ministries to accommodate various stakeholders.
