For the financial year 2020-21 budget presented by Chief Minister Jairam Thakur, most of the money can be raised from the central grant and 55% from the grant-in-aid. 13% of the money will be received from central taxes. State tax will be 19% of the money. 5% budget will be raised from tax-free revenue. 16% of the budget will be raised from the loans given to the people. 3% of the money can come from deposits and advances. Similarly, in case of expenditure, 31% will be spent on general services, 31% on social services, 15% on economic services, one percent on grant-in-aid, 13% on capital expenditure and seven percent on public debt. According to the budget estimates for the year 2020-21, expenditure is Rs 47,318.58 crore, then the income is estimated to be Rs 49,130.84 crore.

Budget can be spent on 17% on education department, 6% on health and family welfare department, 4% on rural development department, 3% on agriculture, 9% on roads and bridges in public works department, 5% on water supply and sanitation, 3% on social welfare services, 15% on pension, 10% on interest payment, 7% on loan payment and 21% on others.

By the end of the current financial year i.e. March 31, 2020, Himachal has a debt of Rs 55,842 crore. At the end of the next financial year 2020-21, by March 31, 2021, Himachal will incur a debt of Rs 61,302. The government may take new loan of Rs 5460 crore
